In the first statute of the city of Osijek from the end of 17. century we find provisions on fire prevention, as well as written fire regulations and fire protection. Thus, the Austrian monarchy, as a well-organized state governed by the rule of law, edited and issued the Decree against Fire as far back as 1788, which was also valid in eastern Croatia. The decree was in accordance with other enlightenment guidelines of Emperor Joseph II. and so our area was affected by firefighting earlier than some other areas. In the first fire regulations of the city of Osijek from 1839. g. is talking about fire prevention therefore about prevention. Attention is paid to the way the house is built, various dangerous circumstances and various ignitions, emphasis is placed on the rapid detection and reporting of the place of fire, efficient extinguishing from prepared devices to their use. The ordinance itself has 31 pages and is a legal mirror of the organized city fire service without professionals. The first beginnings and the need to establish a fire brigade in the Lower Town began at the end of 1874. Fire drills were held in the Upper Town, so members from the Lower and New Towns had to go on foot and return home late at night. When a fire broke out in the Lower or New Town, the Lower Town and New Town firefighters could not do much with their meager equipment, while the Upper Town firefighters with their equipment and equipment would come too late. A group of prominent citizens of Donji and Novi Grad gathered on February 28, 1875. g. in the apartment of Commander II. district of Franjo Schmit Jr. . They decided that energetic work must be done to establish an independent fire brigade in the Lower Town, because it is in the interest of that part of the city. Support for the independence of the Lower Town Fire Brigade was given by the city government, which called on companies in both the Upper and Lower Towns to submit their applications for support, and thus the Lower Town Fire Brigade officially went public for the first time. The social clerk was entrusted to compile new social rules, the draft rules were adopted by the first general assembly held on August 1, 1875. g, and 05.10.1875. Commander II. kotara submitted to the government an extensive petition and explanation of the need to establish a fire brigade and stated the reasons why the citizens of Donje separated from the citizens of Gornji. With the petition, he also submitted the social rules for approval. The city government immediately forwarded the petition and rules to the Royal Provincial Government in Zagreb with a warm recommendation and report. A month later, the confirmed rules arrived. By the decision of the Royal Provincial Government of 02.11. 1875 g. under number 20. 942, a voluntary fire brigade Osijek - Donji grad was formed.
